But it doesn\u2019t have to be that hard. We need to understand how we can anticipate both challenges and needs. The OECD Observatory of Public Sector Innovation is exploring how governments are transforming their systems to proactively anticipate challenges and build flexibility. The City of Helsingborg is taking an anticipatory approach through promoting innovation in its governance systems, and Komet, a parliamentary committee of the Swedish Government, is looking for test beds to learn about how to shape future-oriented policies \u2013 with a focus on emerging technologies.
